Welcome to issue 2 of the fast approaching season! I will start off with a rather bizarre new implementation by the Football Association. Incredibly, they have brought in new rules stating that any player who has played football outside of this country MUST seek "International Clearance" to be eligible to play! What International Clearance means in practice is anybody's guess at this early stage, but all I can see is time-wasting 'red tape' nonsense. The news broke at the MSFL AGM last Thursday and we await more information about it. So any Scottish, Northern Irish or Welsh player who has played in his own country must seek clearance just like a player from any other nation on the planet! Does this imply that non-English British civilians are virtually classified as 'foreigners'? Within TFFC, Moroccan-born Yali Mamouri, who has played for Temple Fortune since about 1995, must apply for IC! I do not know if Adam and Ben Glekin have played football in Scotland where they originated from but if they have, they too will need IC from the FA to continue playing for the Club! Hilton Teper, who used to play football in his home nation of South Africa, will also need IC too, even though he has lived here for many years! To me, it's totally absurd, but you can always trust the FA to govern football in this country with their normal efficiency!

TWO STARS FOR THE TFFC BADGE!
The embroidered badge on the original batch of training tops carried one star to denote the Club's solitary M(S)FL championship win in 1985/86. To commemorate last season's title success, we will be printing two gold stars within the Club crest on the new training tops. Thanks go to Matt Gilbery and Daniel Natoff for their suggestions. TRAINING WELL ATTENDED AGAIN
The second session at Mill Hill Park attracted another good attendance. With Lee Fegan running things with Jack Morris, twenty or so players took part in a decent workout, culminating in a 25-minutes each way match which the Non-Bibs won 7-4. Matt Gilbery hit two as did newcomer Saul, whilst Richard Cooper scored a hat-trick for the Orange Bibs! Next week's session starts at 10am so please get there on time.

FINANCIAL SQUEEZE CONTINUES
The MSFL, fearing no sponsorship now that the JC have ended their long-running association with the League, tried their best to squeeze more money out of the clubs at the AGM on Thursday. A strange proposal by the Advisory Group to raise the registration fee to an exorbitant £10 per player (a five-fold rise from the current £2) was mercifully withdrawn. And the League's own £8 proposal was defeated by the clubs and rightly so. I stood up as opposition and urged clubs to vote it out. The League must have predicted a negative response to this crazy rise and had Plan B ready to be actioned should Plan A fail. The back-up proposal was to increase the registration fee to £5, still two and a half times more than what it is. This got through so the 50 or so registrations this Club will be submitting will increase our expenditure from around £100 to a sum probably exceeding £250. The rise will attract £4,000 extra into the League funds but they will point the fact that the lack of sponsorship will lose them £9,000, leaving them with a shortfall.

The referees' fee was also increased from £30 to £35 per match, still a fiver short of the Masters equivalent. Oh, and the MSFL application fee has now gone up from £30 to £50 although this applies for the 2012/13 season! All in all, the clubs are being squeezed even more financially. You already know that Temple Fortune FC is facing vastly increased pitch costs – and now increased registration fees and referees' fees on top of that. I can see a really tight season ahead financially and we need all the income we can muster.

Which leads me nicely onto the next item... membership fees!

MEMBERSHIP FORMS AND FEES NOW DUE
The Club operates as a non-profit-making organisation and is expecting an expenditure of over £10,000 during the 2011/12 season. To cover all running costs, each player joining is required to pay a membership fee, in addition to a weekly match subscription (match subs) paid prior to each match participated in. A full list of membership fees and match subs for the 2011/12 season can be found here.

Payment methods:
Membership fees can be paid by cheque (made payable to TFFC), by cash (hand-delivery only, never send cash via the post) or by bank transfer. If you would like to pay via bank transfer, see the Club's banking details under the 'Order Your Training Top' item below. If you pay by bank transfer, please tick the appropriate box on your membership form that you have done this.

Registration forms: There are TWO registration forms available so make sure you use the correct one!
M(S)FL: If you are joining to play in the Maccabi (Southern) Football League, use the MSFL-RegForm1112 document only (available in Word or PDF format)

MMFL: If you are joining to play in the Maccabi Masters Football League (for 42 year olds and over), use the MMFL-RegForm1112 document only (available in Excel or PDF format)

We have gone back to the suppliers who produced the excellent Daniel & Stewart & Co playing kit worn by the First Team and asked them to supply at least ten training tops for next season. RAISING MEMBERSHIP AND MATCH FEES
You pay for what you get is the well-known adage and this is very true regarding our two new M(S)FL venues. The Hive costs £136 per game, more than twice as much as what we were paying at Hatch End Playing Fields (£63 per game last season). To be given the 3G for the same price as The Hive's grass pitches is really a result for us. However, the £136 we were envisaging at Gosling soon became £140 and then a staggering £160 because they decided to cash in on their changing rooms, hardly an example of modern comfort! What a chutzpah! Therefore, at the Club's 35th Annual General Meeting held on Sunday 26th June, the Members voted to increase all Membership Fees by a tenner and to make all weekly match subs £8 per player per game. I am anticipating that both our income and expenditure will top a staggering 10K next season for the first time. I am hoping our income will be sufficient so we will have to see!

NEW DISCIPLINARY PAGE ON WEBSITE
At the bottom of 'FortuneTeller' you can read all about the new Match-Based Disciplinary procedure brought in by the FA. In short, suspensions will no longer be imposed by weeks, but now by matches. So gone are the 14 days, 21 days and 35 days suspensions for sending offs and in come 1, 2 or 3-match bans. To maintain a record of suspensions, I have introduced a new feature on the website which is as clear-cut to follow as anything. The disciplinary table will show each player sent off and suspended alongside a week-by-week calendar, with suspensions clearly marked in addition to fines, yellow cards, payments received or outstanding. And Club fines will be logged as well. The table provides a very useful reference for Team Secretaries monitoring a player's availability when suspended. BRYAN SILVER RETIRES FROM PLAYING
I recently met Bryan Silver (shown above with his 400 appearances award) on the underground train and he told me that he has been advised to give up playing football because of a recurring knee injury which has plagued him for the past two or three years. It is sad news indeed and I wish to pay tribute to one of our best midfielders with the following profile about a player who gave years of loyal and committed service to the Club.

Bryan first played for Temple Fortune in 1988, starting off for the Second Team and then playing for the First Team. He holds the distinction of completing two successive seasons without missing a game for his respective team. Winner of four Clubman of the Year awards, two each for the First and Second XIs, Bryan spent six seasons serving on the Management Committee mainly as Second Team Assistant Secretary. He moved from the MSFL to the Masters League and is the Club's fourth highest Old Boys scorer. Bryan passed 400 games during season 2004/05 and stands fourth in the all-time leading appearances list for the Club, with 459 appearances in all matches. Bryan won the Old Boys Team Player of the Year award in 2006 and was twice Leading Goalscorer for the Old Boys.

I used the expression "one of our best midfielders" above and Bryan's modesty will undoubtedly make him smirk at that description, but any player who has scored a total of 137 goals from midfield must, for me, be a candidate for this deserved appraisal. He remains our leading scorer from midfield and sits in fifth place in the all-time TFFC goalscoring list. This amiable Scotsman generally played football with a smile and his humour in the dressing room was infectious. We will miss him and I wish Bryan Silver the very best in the future and conclude with a massive 'thank you' from all at TFFC.

WEBSITE UPDATED: TEAM PAGES UP
One time-consuming task at the end of each season is the updating of statistics on the TFFC website. The home page and banners have been updated for the season ahead and most pages have been revised. The three team pages (links top right on the home page) have been updated too, where you will find fixture news.

FIRST TEAM SHIRTS AVALAIBLE
I am still taking orders for more First Team shirts which can be bought outright by players to use at matches or casually. Each will have a squad number and come with red shorts. The cost will be between £35 and £40 depending on how many are ordered. (The more we get, the cheaper they are). Email me if you want one by 21st July.

NEW OFFICERS ONBOARD
We have four new Officers joining the Club's Management Committee and I would like to welcome JACK MORRIS, TERRY JEFFRIES, ADAM GLEKIN and HILTON TEPER. Jack is taking over from Mike Shorvon as First Team Administration Secretary whilst there is all-change on the Second Team's management front with Gavin Levy and Rob Jay passing the reins to Terry and Adam as Second Team Secretary and Admin Secretary respectively. And Hilton completes the new blood on the Committee by replacing Serge Weinberger as Old Boys Team Admin Secretary. I am sure they will continue to maintain the Club's high standards of administrative efficiency during the 2011/12 season so the best of luck to them all.

MATCH-BASED DISCIPLINE
The Football Association are extending the ‘match-based’ system of suspensions from season 2011/2012 for leagues below Step 7 which includes our own and I think it may be useful to understand the regime that is likely to be introduced.

TIMING OF THE SUSPENSION
All suspensions will commence 21 days after the offence (even if no paperwork has been received from the County FA) and will be invoked for ONE, TWO or THREE matches depending on the offence.

A ONE MATCH suspension and a £25 fine will be applied for:
Receiving a second caution in the same match; Denying a goal or obvious goal scoring opportunity and be subject to one penalty poin

A TWO MATCH suspension and a £35 fine will be applied for:
Using offensive or insulting or abusive language/gestures and be subject to two penalty point

A THREE MATCH suspension and a £45 fine will be applied for:
Serious foul play, violent conduct or spitting at an opponent or any other person and be subject to four penalty points.

Each club/team will be required to notify their County Football Association of their NEXT (up to 3) games fixtures in which the players team plays in BUT if there is any alteration to these fixtures then it will be the responsibility of the club/team to notify their county FA of such change or further changes. Special forms will be issued for this purpose but the most important thing is that the ONUS is firmly paced on the club/team to keep the County FA updated. During this period of the ban a player is PROHIBITED from playing football for ANY OTHER CLUB or TEAM. In other words he could not play for another team in the same club or for a club in ANY OTHER LEAGUE

APPEAL PROCEDURE
CAUTIONS: As at present there is no appeal against a caution except for mistaken identity

DISMISSALS: An intention to appeal against a suspension MUST be lodged by the offending players club within ONE working day of the offence but for ONLY for the following reasons: WRONGFUL DISMISSAL i.e. the match official made a series and obvious error in dismissing the player from the field of play. Or MISTAKEN IDENTIT

A dismissal for using offensive language and/or insulting or abusive language/gestures or receiving a second caution is not within the criteria for wrongful dismissal. The claim for wrongful dismissal must be formally lodged with video/DVD evidence and accompanied by a £100 FEE! So unless you've arranged to have the match taped, if you get sent off and it wasn't you who committed the offence, you've got NO CHANCE of justice

PENALTY POINTS
A County FA has the option of applying penalty points to punish clubs whose conduct has been excessive

FA DISCIPLINARY HANDBOOK

ASSAULTS AND OTHER SERIOUS DISCIPLINARY OFFENCES
These are outside of this above regime and will be dealt with separately and suspensions would remain time-based in much the same way as at present.
